Ever heard of "single-stair" buildings? If not, you're not alone. Until recently, this was inside-baseball among architects and housing advocates - the kind of thing that came up at conferences and stayed there. But there's now real legislation in play to expand which buildings get the single-stair treatment, and correspondingly lower costs.

SB-1693 would require streamlined approvals for tenant improvement projects with a retail use.

SB-1014 would require local agencies to provide a list of any required onsite or offsite improvements, including estimated costs for those improvements to development applicants.

SB-996 would authorize mobile homes and manufactured homes to be classified as "real property" for the purposes of titling and taxation.

AB-2198 would require title insurers, underwriter title companies, and controlled escrow companies to display their rates both in physical form and electronically on their website.

UPDATE: This legislation was introduced on 2-13-26. It was approved by the Committee on Judiciary and routed to the Committee on Appropriations on 4-8-26. AB-1957 was introduced by Assembly member Pacheco on 2-13-26. This bill would modify requirements for trustee's sale of property under a power of sale for properties containing 1-4 residential units. Owner-occupants and eligible nonprofit corporations would not be defined as "eligible bidders" under this bill.

AB-1850 would expand the definition of a real estate broker to include people who purchase real property with the intent to sell to another person for profit or compensation.

AB-1842 would require mortgage providers to offer forbearance of payments for properties that have become uninhabitable due to an emergency for a period of up to 12 months.

AB-2145 would authorize homeowners who have reached retirement age to transfer the interest rate and remaining loan terms to a new principal residence.

SB-974 would require the county assessor to determine if a person is eligible as a severely and permanently disabled complainant if requested by a certified special needs trust.

SB-911 would expand existing requirements for sellers to provide buyers with information about compliance with fire safety measures and local vegetation management ordinances.

AB-1986 would require insurance companies to provide premium quotes that include pricing for properties which are certified as "hardened."

SB-904 would require HCD to determine if wildfires have caused "substantial structural damage" and to work with local agencies to support recovery and rebuilding efforts by reducing regulatory requirements.

AB-1554 would provide additional reporting requirements for the California Earthquake Authority.

AB-893 would expand the wildfire prevention grant program to include projects undertaken by local governments for helicopter-accessible water supplies.

SB-899 would require the wildfire and forest resilience task force to assess health costs and impacts of high-severity wildfire smoke.

AB-1847 would extend mortgage forbearance for borrowers impacted by recent wildfires.

AB-2772 would require that protection of the public be held to the highest priority when certifying and disciplining interior design certifications.
