On HOLD: Ord 230734: Density in RC, RTO, NC, and NCD Districts

UPDATE: This ordinance was revised and resent to the Planning Commission. The Planning Commission denied approval on 6-7-24. No action has been taken since then, but it remains in active status until 7-28-25. (still shown as active on 8-13-25)

Ordinance 230734 was introduced on 6-13-23 by Mayor Breed and Co-Sponsored by Supervisor Melgar.

This legislation would change density requirements in RC, RTO, NC, and some NCD districts to form-based density rather than by units per sf of lot area except in the Priority Equity Geography SUD. If passed, density would only be limited by height, bulk, setbacks, open space, exposure, and unit mix requirements. It's believed this will increase density in these districts.
