Ordinance 250816: Formula Retail Uses

Ordinance 250816 was introduced on 7-29-25 by Supervisor Melgar.

This ordinance would reduce restrictions on Formula Retail uses. It includes the following changes:

  • Modifies the definition of formula retail

  • Eliminates CU requirements on certain types of formula retail uses

  • Allows a change of use for non-conforming formula retail uses

  • Eliminates the need for an economic impact study for large formula retail uses

  • Eliminates restrictions in the Upper Market NCD

  • Allows a formula retail to include a restaurant in a grocery store under a single CU review

  • Allows larger formula retail uses in RC and RTO districts

  • Eliminates size limits for retail sales and services within the Portrero Center Mixed-Use SUD.
