Ordinance 250540: Temporary Use Permits

Ordinance 250540 was introduced on 5-20-25 by Mayor Lurie and Supervisor Engardio.

This ordinance is part of the Mayor's PermitSF initiative, intended to streamline permitting and to help small businesses. The ordinance includes:

  • Streamlining for temporary use permits. Eliminates the requirement for a public hearing and allows the Planning Director or their designee to approve or deny new applications.

  • Clearly states that temporary use approval is not a conversion, discontinuance, abandonment, or change of use from the previously approved permanent use.

  • Extends the timeline for Pop-Up retail uses from 60 days to 3 years.

  • Allows construction of temporary structures for use during construction within a half mile or up to 2 miles of the premises when certain conditions are met.

  • Eliminates 311 notice requirements for temporary uses that are defined as "intermittent activities."

  • Permits temporary long-term parking and vehicle camping for a period 5-years for designated Vehicle Triage Centers and Safe Parking Programs. Includes two six-month extensions by the Planning Director.

  • Expands outdoor entertainment, arts, and recreation activities to also include retail sales and services for a maximum of 2 years.
