Ordinance 250259 was introduced on 3-17-25 by Mayor Lurie along with Supervisors Sherrill, Mandelman, Chen, Sauter, Fielder, and Engardio.
This ordinance creates the "First Year Free" program for small businesses. It waives permit fees, initial business license and registration fees for businesses with estimated first-year earnings of $5M or less, provided they are renting a physical commercial space and not operating out of a home office or short-term residential use. It also waives these fees for businesses opening a new location in the city.
