HOT: Ordinance 250800: All-Electric Building Mandate

UPDATE: This ordinance was filed on 7-28-25. The Land Use and Transportation Committee continued this ordinance to call of the chair on 7-28-25.

Ordinance 250800 was introduced on 7-28-25 by Supervisors Mandelman, Mahmood, Fielder, and Melgar.

This ordinance is a duplicate of Ordinance 250702. It would require buildings undergoing "major renovations" to convert to all-electric. Exceptions to this ordinance include:

  • Physical infeasibility

  • Technical infeasibility Commercial food establishments

  • Office-to residential conversions

  • Buildings with recent Major systems replacements

    • (water heating or space heating improvements)

  • 100% Affordable Housing projects.


Major alterations may be triggered where the work area exceeds 50% of the building area and includes a substantial structural alteration or where 2/3 or more of the number of stories walls, partitions, or ceilings are impacted.
