UPDATE: This legislation was approved and signed by the Governor on 10-11-23.

AB-434 was introduced by Assembly Member Grayson on 2-5-23.

This Bill would prohibit a city or county from conducting more than 5 hearings for housing developments that comply with the general plan and zoning standards. It also authorizes the Department of Housing and Community Development to issue a notice of violation to a city who exceeds 5 hearings for a project, including a notice to the Attorney General. HCD may also issue notices of violation for violations to ministerial approvals for ADU units and in other cases where ministerial approval is required but not provided by local agencies.
