UPDATE: This legislation was approved and signed by the Governor on 10-11-23.

AB-281 was introduced by Assembly Members Grayson and Robert Rivas on 1-24-23.

This Bill modifies the existing law, requiring that the definition of "local agency" include special districts in addition to cities and counties. Also, "post-entitlement phase permits" filed after the entitlement process can no longer exclude special use districts.
