AB-1971: Property Tax: Home Hardening Exemption

UPDATE: This legislation was introduced on 2-13-26. It has been approved by the Committee on Revenue and Tax and was referred to the Committee on Appropriations on 4-23-26.

AB-1971 was introduced by Assembly Member Bennet and Co-Authored by Assembly Members Ahrens, Bauer-Kahan, Connolly, Harabedian, and Hart, as well as Senator Stern on 2-13-26.

This bill would exclude "home hardening retrofit improvements" of $100,000 or greater, including fire safety upgrades to roofs, windows, vent screening, defensible space, and non-combustible replacements of fences, decks, sidings, eaves, and doors from property tax reassessment. Property owners would be required to receive a copy of the home hardening certification and notify the assessor within 30 days of the completion of a project.
