APPROVED: AB 1633: CEQA Disapprovals

UPDATE: This legislation was approved by the Governor on 10-11-23.

AB-1633 was introduced by Assembly Member Ting on 2-17-23.

This bill would prohibit local agencies from disapproving housing developments in urbanized areas unless it makes written findings based on a preponderance of the evidence in the record. "Disapprove" includes votes against the project at public hearings, failure to issue a CEQA exemption, failure to certify an EIR, and more. Qualifying projects would also be required to have CEQA/Environmental reviews completed within 90 days.
