Modifies the requirements for Massage Establishments including:
Add Sole Practitioners to Health Services
Regulates massage establishments consistently with Health Service requirements.
Eliminates the three-month abandonment period for nonconforming uses
Prohibits Personal services uses for three years anywhere a massage establishment was closed because of a violation to the Planning or Health Code
Eliminates the exception from conditional use for massage operators in their dwelling unit.
