APPROVED: SB 567: Termination of Tenancy

SB 567 was introduced by Senator Durazo on 2-13-23. It is Co-Authored by Senators Manjivar and Smallwood-Cuevas as well as Assembly members Haney, Lee, and McKinnor.

This bill would require owner-occupancy for a minimum of 12 months in cases of no-fault evictions. It also requires that the unit be removed from the rental market.


Tenants displaced by substantial remodels or unit demolitions must be provided with written notice including duration of repairs and copies of permits. Violations of these terms would result in a civil action for damages up to 3 times the actual damages, in addition to punitive damages.


Further, it allow rent increases of only 5% or the change in cost of living (whichever is lower). (previously 5% PLUS the cost of living increase OR 10%). Owners demanding excess payments are subject to civil action.
