SB 450: Housing Development

SB 450 was introduced by Senator Atkins on 2-13-23.

This bill would allow 2-unit developments to be reviewed ministerially, without discretionary review or hearing, even if more than 25% of the exterior structural walls are demolished. Local agencies would be required to approve or deny the project within 60 days from receipt of a complete application. If denied, the applicant would have the opportunity to remedy.


Additionally, this bill would require local agencies to ministerially approve urban lot splits within 60 days from receipt of a complete application.
