HOT: SB 1054: Climate Pollution Reduction in Homes Initiative

UPDATE: This legislation passed the Committee on Energy, Utilities, and Communications on 2-21-24. It has been amended and is scheduled for hearing on 4-22-24.

SB-1054 was introduced by Senator Rubio on 2-8-2024.

This bill would require the Energy Commission to develop and supervise the "Climate Pollution Reduction in Homes Initiative." This Initiative would require gas corporations to jointly award grants to local service providers, nonprofit organizations, and regional groups of governments to provide financial assistance to low-income households for the purchase of zero-carbon emitting appliances.


The Public Utilities Commission would be authorized to require gas corporations to use 15% of the revenues received from greenhouse gas allowances to fund the Initiative and use those revenues to credit residential customers directly.
