UPDATE: This legislation was referred to the Committees on Housing and Community Development and Committee on Local Government on 3-4-24.

AB-2433 was introduced by Assembly Member Quirk-Silva on 2-13-2024.

This bill would require a building department to prepare a schedule of permit fees and post the schedule on their city/county website. It would also authorize an applicant to contract or employ a private professional planchecker, at their own expense, if a local agency has not completed plancheck services within 30 days of receipt of the application. Local agencies would be required to provide a list of suggested private professional providers and post the list on its website.

Upon receipt of the third-party review, the local agency would have 30 days to issue or deny a building permit. Applicants would be permitted to appeal a denial to the local appeals board.

This process would not be available to health facilities, public buildings, or high-rise structures.
