AB 2910: Local Codes for the Conversion of Commercial/Industrial Buildings to Residential Uses

UPDATE: This legislation was referred to the Committees on Housing and Community Development, and the Committee on Local Government. Amendments have been made and it was re-referred to Committee on 3-20-24.

AB-2910 was introduced by Assembly Member Santiago on 2-15-2024.

This bill would allow local jurisdictions to adopt alternative building regulations (codes) for the conversion of commercial or industrial buildings to residential uses. The existing law already makes the same provision for conversion to joint live/work quarters.


Cities/Counties would be required to submit a proposed regulation to the CA Building Standards Commission for review. The review must be completed by the Commission within 30 days of receipt. After revisions and amendments required by the Commission, the changes would require adoption at a public meeting of the legislative body.
